Naming and Framing Issues

The Kettering Foundation commissioned a report based on their years of experience and research focused on the importance of naming the public problem or issue using a process that engages the public. They have found that the “who” is involved in naming and the “how” they name the issue are critical factors in influencing the effectiveness of the public’s response. This booklet will help professionals understand the importance of naming and framing before engaging in public forums.

Another tool produced by the Kettering Foundation in 2015 is a 7-minute video that quickly explains the process. The video is titled: A Beginner’s Guide to Naming and Framing an Issue.

A webinar series was offered in 2014, in partnership between the American Library Association and the David Mathews Center for Civic Life, is titled Naming and Framing Public Issues. It is a one-hour webinar that provides guidance when tackling this task.
