EVALUATION FRAMEWORKS
Scriven's (1991) definition of evaluation is the most commonly cited and used:
Evaluation is the process of determining the merit, worth, and value of things, and evaluation are the products of that process.
An evaluation framework is made up of the distinct steps involved in the overall evaluation process. While there may be some differences in various models, there are also similarities across the models.
CDC Evaluation Framework for Public Health Programs
The Centers for Disease Control (CDC) Evaluation Framework for Public Health Programs provides an excellent overall framework from which to start your evaluation work. The website, which contains a range of resources, is available here: https://www.cdc.gov/eval/framework/index. htm
The framework is made up of six steps and includes a set of four standards that should guide the evaluation. Here are the six steps:
Engage stakeholders,
Describe the program,
Focus the evaluation design,
Gather credible evidence,
Justify conclusions, and
Ensure use and share lessons learned.
The steps are described in greater detail below.
