Process to Develop Indicators Below is a proposed six-step approach that NET staff members can use to develop a national set of impact indicators for tourism extension programming.

Brainstorm Possible Indicators
Research what has already been done (literature review).
Gather input from NET Members to identify how they measure their own programming. Possible strategies: - Collect evaluation reports or frameworks - Survey members - Identify 3- 5 “Key Players” - Conduct brainstorming conversation at upcoming conference - Form a working group Extract from review a list of possible indicators and group indicators into different categories. Examples of frameworks include: - Financial metrics, human capital metrics, organizational capacity - “Participation Indicators”, “Action Indicators”, “Impact Indicators” – see this for an example - Short Term, Medium Term, Long Term indicators

Organize Indicators into a Framework

Clarify Data Sources
For each possible indicator, identify possible data sources and measurement metrics.

Create Draft Indicators
If multiple measures for an indicator, choose the most salient.
Drop indicators without feasible measures.
5 Send to Community for Review See how stakeholders / NET members respond to the draft framework.

Finalize Indicators
Incorporate feedback into final framework.
